Hi, melsdad.
It might be something peculiar to your specific computer. If you mention
the make and model of the computer (or motherboard and BIOS if you built it
yourself), someone here might recognize it and give you some tips.
At any rate, it sounds like it is not a Windows problem at all, since it
starts long before Windows has a chance to take control. It is a hardware
problem, either in the hardware itself or in the settings for how the
hardware is to respond to the power-on switch.
Unless... Does the error message always say "Disk Not Bootable"? Or does
it sometimes say something like "Missing operating system"? When you boot
from CD, do you then get into WinXP? Perhaps you need to boot from the
WinXP CD-ROM and use the Recovery Console to run Fixboot and/or FixMBR to
refresh the startup files on your hard drive.

Yes, I built it myself. It's a Gigabyte Motherboard. I have tried the windows xp cd & tried the recovery console & tried the fix MBR all to no avail. As for the first reply, Yes, or cource I checked the floppy. I know my way around all the circuits and even to get inside any Windows OS. But, this one really has me stumped. I can stick in any boot cd and then boot off of first Hard disk. Just can't boot without cd. I even made Cmos 1st hd, 1st hd, 1st hd. Thanx though, I appreciate you trying
