Disk manager doesn't obey (Drive letter assignment problem)

I experience a mysterious problem. Disk manager doesn't obey. I have 2 SATA disks (not RAID). I installed the second disk before one year and since then it was assigned to the drive letter F. Before some weeks it started to change automatically and crazy. I have to change it manually every time I reboot or occasionaly every two times I reboot. It' s drive letter is always occupied by a CDROM. The disk management (Control Panel-Windows XP) reports it as DYNAMIC disk. What can I do?

Note:I have firewall installed.

Finally I solved it

The problem was that the hard disk I bought, was formatted as dynamic hard disc. So I formatted it again as Basic unit and the crazy changes stopped.
