Disk Management error after setup

I am getting an error "Snap-in failed to intialize. Name:
Disk Management Extension CLSID:{8EAD3A12-B2C111D0-83AA-
00A0C92C9D5D}" I tried the solution from MS doc Q305831
but the library could not load.

During the installation the file DMutil.dll could not be
copied for installation (tried setting it up 3 times) So
I extracted the file from the CD and placed it into the
Windows\system32 directory.

The result is no Disk Manager in the MMC. Any Ideas?
