disk deframenter and disk drivers

My disk defragmenter say "Disk deframenter could not
start" when I try to defragment or analyze. My disk
drives also have to be re-installed after every use or
they will not acknowledge a CD or DVD disk same for my
floppy drive. Can anyone tell me why?

xp doesn't recognize my floppy drive either, please let me know if you
find out how to fix this problem.
