Disk Defragmenter not working & Windows Installer Error Message

OK, I've two porblems.

I can't defrag my disk, have cleaned all users then tried but no luck, no
message re it's inactivity either. My PC is not in safe mode either.

Also when I try to load software I now get a message saying Windows
Installer is not installed or my computer is in safe mode.

Any help?

For Windows Installer problem:

Click Start, Run, and type SERVICES.MSC. In the right pane, right-click
Windows Installer, and then click Start. Also, set the service "Startup
Type" to Manual.

Windows Installer 3.1 v2 (3.1.4000.2435) is available:

When I trieds to start installer it said ERROR 3: The system cannot find the
path specified.

Also tried to download update of windows installer, it seems to do it,
restarted the PC and no luck?

Any more ideas?
Or am I just doing it all wrong?

Start Regedit.exe and navigate to the following location.
Then export this registry key using the File/Export option:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSIServer

Post the contents here.
