Disk Defrag, Windows Utilities Failure

My version of windows stopped allowing me to use any
administrator functions even though i am the
administrator. The files are present and seem to be free
of corruption and the administrator has full rights, has
anyone heard of this problem, does anyone have a solution?

What messages (if any) are you seeing when you try to run programs?
