disk cleanup wont scan all the way

i have window 2000, when i try to do a disk cleanup on drive C, it showes
only 4 bars and wont go no futher, how can i fix it.

It wont run if there is less than 15% free space

Does it mention "Compressing old files"? If so, there is a workaround.

The Disk Cleanup tool in Windows 2000 stops responding while it scans
old files for compression
