discussion web problems

I'm currently using FrontPage 2003
I've made a discussion web using the Discussion Web Wizard and put it on my web site. Whenever someone goes to the page to post a message, the Table Of Contents page that is supposed to show all the messages doesn't show any newly posted messages, even after the page is refreshed. The only time new messages show up is when I open FrontPage and save the TOC page. Then the posts will show up. The other weird thing is that when I view the TOC in design view in FrontPage, it will show all the posts, even new ones. But, when I preview the page in the browser all the posts that were added after I last saved the page disappear
I've put the pages on another web server here and it works fine, showing the posts immediately after the TOC page is refreshed.
Also, the search box isn't showing up. I'm not sure if it's related to what is going on with the discussion web though
Any ideas on what the problem is and how to fix it?

Provide a URL to the DW online to look at
- presume by TOC you mean the tocproto.htm in the _disc folder

It'll take you to the Post Message page. The pages are on
a test site right now, so just the pages to the
discussion web are working right now.

The TOC I referred to is the Table Of Contents page that
is supposed to show all the posts to that discussion web.

PS

A DW is always best created as a subweb of its own (if your host supports subwebs)
Open you online web in FP
(File Open Web/Site and enter http://www.its.astate.edu/)
Delete all the DW related pages you now have
Then create a folder (say forum) and right click it to convert to web
Double click the forum subweb folder to open it and use File New Web (in current web) and select the DW template (do not rename or
move any of the files / folders FP creates)

get the same results. Our web master tried to build the
dicussion web in its own subweb and that didn't work
either.
Any other suggestions?
Is there anything that might make you think that we
should go so far as to reinstall the Server Extensions?
That option has been presented to us, but we haven't
tried it just yet.

Recreate the DW as a subweb in the main domain and Do not move or edit any files or folders it creates (after you have selected them
in the DW wizard) - select the auto-detect frames option
- FP creates write permissions for the folder (usually disc1) containing the tocproto.htm

Open the online DW in FP and run a tools recalculate hyperlinks

We tried your suggestion and it still didn't work out for
us. Although, I'm not sure what Auto-Detect Frames option
you're talking about. Where is that located?
After we tried your suggestion (we recreated the subweb
in the main domain, didn't edit/delete any files and
recalculated the hyperlinks), we opened the DW online and
did a post, we got an error and we needed to look at the
server's log. The server's log stated that it couldn't
find the 00000001.htm file. When we looked in FrontPage,
there was no 00000001.htm file anywhere. When we dug even
further, we found that online after we posted our
comment, the URL
included "_vti_bin/shtml.dll/disc6_post.htm". There is no
_vti_bin folder or shtml.dll file. Where did those come
from since we did not direct the page that way? It's like
it made it up all by itself.
Any other ideas?
Here's the web site that we're currently using. One of my
co-workers set this up. She changed some options in the
DW wizard and now it's back to doing what it did before,
it won't post any new messages unless we open the table
of contents page in FrontPage and save it.
