Disconnecting network cables

Hello,
Is it possible to disconnect and connect NIC cables while
XP Pro is running?
My mouse and keyboard (USB) froze when I reconnected an ADSL
modems' RJ-45 cable that appeared to be loose. I was losing line
sync and this corrected it but I had to reboot.

Yes.
However USB devices are notably weird (especially mice and keyboards),
and all sorts of things upset them.
