The Backup program is included with XP Home (although not
necessarily with all OEM editions or restore CDs). However,
unlike in XP Professional, it's not automatically
installed in XP Home.

If you have a complete XP Home CD, find backup on the CD, in
\ValueAdd\MSFT\NTBACKUP and install it yourself.
