Disaster recovery domain controller

Hi

We had 3 W2K domain controllers.
The IT manager wanted one of the controllers to be disconnected from
the network and used in the disaster recovery site.
When the server was powder up (Disaster recovery site) no pc could see
it.(This server is the DHCP and DNS)
After noticing that this server was not an operations master I seize
the FSMO roles.
On reboot the Os will not load.
It is hanging at Preparing network connections.

What is IP address of DNS server in the network configuration on this
machine, does it point to iself as DNS server or to the other server?

If it is other server is it reachable ?
