Disappearing Users

We have a testdirector 8.0 server that uses an Access front end to manage
users. And an Oracle backend to house the databases. Recently we started
seeing new users get added and then a few hours later they disappear. What
is causing this?
These accounts are not integrated into Active Directory.

Some one is deleting them?. Is the entire record for that user deleted, or
just the name? Oracle, being the data store, is allowing the deletions, so
there must be permissions to do so, or it is possible that Oracle isn't
letting the data be added in the first place.
