disappearing tool & address bar

My IE tool bar and address bar have gone away on vacation. When I hover the mouse over the spot they were before I get the arrows that mean I can adjust. Only thing is... I can't actually do anything. I can't even get into the menu to fix my prefs. Got any suggestions? Thanks a lot
 
Try this:

Right-click anywhere on the toolbar and choose whatever you want from the
context menu.
Alternately, you can go to View->Toolbars ...
