Disappearing Outlook shortcuts

I have a user who has created a bunch of shortcuts to public folders.
Apparently groups of the shortcuts disappear at times and have to be
recreated. Some of the folders are stored on a server in another office, and
the connection between offices is down at times. Could that cause the
shortcuts to disappear? Anything else that might do it?
 
I posted this last week. I was told when I signed up for Technet Plus that
managed newsgroup questions are guaranteed to be answered within 24 hours.
Why haven't I had a response?

This particular newsgroup is frequented by non-Microsoft volunteers that
answer those questions they can in the free time they have. I'd be very
surprised if this is the "managed" newsgroup of which you speak.

Navigation pane shortcuts (in Outlook 2003 at least) are saved in
%HOMEPATH%\Application Data\Microsoft\Outlook\Outlook.xml. This file does not
appear to be written to until you exit Outlook. I had the same problem with
disapearing shortcuts, so now what I do is create the shortcuts in Outlook
and then exit using File|Exit, which appears to resolve my issue.
