Disallowing access to IE???

We do not allow our students to access IE, but if they open their home
directory and go to help, and then is this copy of windows legal it will
open up IE. Is there a registry setting that we can use to change this?
We can't use group policy editor without having to touch every machine
because we are not on a domain. Does anyone have any ideas?

A couple of things,

1. When using the "is this copy of windows legal" or tying a URL in the
Windows Explorer bar, you are using the explorer.exe process to access the
internet even though it says it is Internet Explorer. You can confirm this
by using Process Explorer from Sysinternals.com.

2. Use a firewall to restrict internet access for the explorer.exe process.
