Disabling notepad

I'm an administrator for a company that has two separate IT departments. The administrator of the opposing IT departmen
had a Win 2k w/s on his network that I had to modify batch a file on so the station could communicate with the finace department on my network. When I tried to modify the batch file using notepad it would not launch. I asked him to tell me what he used to disable notepad but he claimed he did nothing to disable it. I believe he did something to modify it but I don't know what. Does anyone have any ideas? When I right click on the batch file and chose edit nothing happens. When I try to edit any file in notepad on this w/s it does not respond(and there is no prompt afterward that states it has been disabled as there would be if it was disabled by a GPO). Thanks in advance

It could be something as simple as damaged file associations.
What happens if you right-click on the batch file in question and
select Open with...., and then choose NotePad from the resulting list?
Similarly, what happens if you first open NotePad and then use
NotePad's File > Open menu to try to open the batch file?
