Disabling, not hiding, the clock

Mr. Clean

My last post asked how to set the "Show the Clock" option
to off. I really need to show the clock but to disbale modification of
the date/time.

How???

I KNOW how to adjust the date/time.

I want to PREVENT users from doing the same.
 
Two options I know of:

1) Admin Tools -> Local Security -> Local Policies -> User Rights Assignment -> "Change the system
time" & remove or add users or groups as you want.

This method will give a nice "...prohibited.." message when a user double clicks on the clock.

2) locate the file "timedate.cpl" in your system32 directory and modify the permissions to deny read
& execute for the users/groups you want to control.

With this method, double-clicking on the clock simply does nothing.
