Disabling ctrl alt del

I am wondering if I can disable the Ctrl Alt Del
functionality from a user so that they stop going to the
process view and disable this process. I have a child
that is disabling my internet monitoring software.

Point one agreed, however point two is dependant upon whether said child
is using the computer in school, if that is the case then you are wrong;
Federal Law (No Child Left Behind Act) mandates that all school children
have computer access, 2005 goal is one computer for every 3.5 children
in schools.

How big is the child?
 
Somehow I don't think that's what we're talking about here, but even if it
were, if the school has decent admins, they've locked the computer down
tighter than a ____'s _____ [1] anyway so nothing can be done that isn't
permitted.
