Disabling caps lock key

In the past I was able to find info on the MS page on how
to disable the caps lock key. But, for some reason, my
system lost the ability after I disabled it. Does anyone
know the title of the article(s) on how to disable the
caps lock?

I have tried removing the check mark under Control
Panel,Keyboards for caps lock and this does not work. I
have also found, through MS a third party reg mod that
was supposed to remove the Function lock key's ability to
perform but it does not work either.
