Disabling audio

I know there is a settings in the GPO for disabling the audio, which I've
tried but it does not work.

Is there anything else I can do to prevent users from making the use of
sound card?

I think the Group Policy setting may be for IE or Windows Media Player, but not all
audio. XP has the Windows Audio service that can manage audio, though W2K does
