Disabled registry

I have a problem with my home pc. The registry editor
seems to have been disabled and when I try to run it (the
registry editor), it says:

"Registry editor has been disabled by your system
administrator"

When I try installing programs, they keep reporting the
error above. Can someone please tell me how to re-enable
it.
