disabled necessary startup file

i think i may have disabled a necessary startup file
through msconfig, can i salvage my mistake in dos? I
can't even load my computer in safe mode or dos.. does
anyone know how i can access what start up system files
are loaded without loading windows?

Access the Safe Mode screen again and try 'Last Known Good Configuration' to see if you can load Windows normally then.
