Yes. In Device Manager. For each "controller" in the section called
"Universal Serial Bus controllers", right-click the item then "disable".

May I ask why you want to do this, or are you trying to figure out why they
are now disabled?

I have a PC with Touch-Screen and I desire that the user only use this
interface, so I want disable all the USB mouse and keyboard, but I
have an a USB webcam, this method let me use the USB webcam?

Depends. There are usually more than one controller on a modern machine.
Perhaps you can determine which controller handles your webcam and only use
it for the webcam, connecting all the other devices to the other (disabled)
controller(s). Or, you can simply disable all the devices you want disabled
(mouse, keyboard, etc.) in Device Manager.

Ok, but if I disable an specific device (mouse or keyboard) in the
Device Manager and after attach another band of USB mouse this work
perfect in windows.

Is possible remove or change the permissions for the USB HMI (Human
Machine Interface) drivers to avoid this type of devices ?

Not that I know of. You either disable the device or disable the controller.
There *might* be a Policy that prevents installing new hardware. Probably
is. But someone else would have to help you with that. Not an area I'm good
in.

Your not too hot at knowing the end of the result either, I seem to
recall. :)

Oh look Gary! Your buddy is under attack! Go save him!

as he said and I have said repeatedly, RUDE and DISCOURTEOUS behavior.
like it or not one more person dares to say so.,

Ahhh... You really *are* nothing but a troll. Been a while since I had to do
this. What I get for dipping into the XP pool.

Actually Gary... I have provided you and your buddy Rock with tons of
useful information. But I can't help it if you don't know simple things
like the end result or the difference between picking an option with
lots and benefits or one with just a single benefit.

And let's see if I have this right. You can't challenge on any technical
point. So you *only* resort to the best way that you can. And that is by
lying and name calling. Really Gary? And those that can hold their own
technically, you call trolls? Wow! I believe you have it all backwards
Gary!
