Disable UAC and warning dialog?

I have disabled UAC on a Vista machine so that I can connect to it from
a remote location and change its configuration. However, every time the
Vista machine is restarted a window opens above the tray telling the
user that UAC is off and that they should "click here" to turn it on.
From ignorance or carelessness the user frequently clicks the window
and re-enables UAC. How can I prevent this message from appearing?

I want UAC off on this machine and I want it to stay off! Thanks.

Hello Bill,
There is a way, BUT , PLEASE understand this : By putting UAC off and Stay
off, you'll basically be turning off all other security warnings, such as
windows defender is off warning, firewall is off warning, windows updates is
off etc,
etc. In short, you will be putting your computer in dire danger. And forgive
me for being blunt, and no offense is intended, if you have to ask this
question, it means you are not computer savvy enough to check for dangers
before they happen. So, do you still want it your way ? IT IS MY DUTY TO
GIVE YOU THIS WARNING FIRST. If you insist, then post your reply.
