disable the security feature

Hi,
I have configured MS outlook 2003 for Cognos Decision stream so
that a job fails it should automatically mail the concerned person. It
is not alerting because it tries to send the mail but stops with this
message "A program is trying to automatically send e-mail on your
behalf".
Is there any way I can disable this security feature.
