Disable run as command

Does anyone know please if their is a GPO option to disable the run as
command

Disable the secondary logon service. This should be available via a gpo.

I'm scouring GPO in edit mode but can not see it.
Give a clue please is it Comp Config or User Config? and which folder might
it be off?
Do I need an additional template?
 
I should have been more specific, this is for 2003.

Computer config / windows settings / security settings / system services
