Disable Protected Program

I purchased a used PC that is running a child protection program blocking
certain web sites like YouTube and Facebook. The program is password
protected.

How do I disable or remove the program? I do not have the password. The
program icon appears in the lower right hand corner of the screen.

I have tried "Remove/Add Programs" with no success.

1- Without knowing the name of the program all that we can do is shoot
in the dark.

2- If I get a second hand computer the first thing that I do is wipe
the drive and install Windows cleanly. Although a format and reinstall
is usually sufficient I don't consider it to be acceptable for my
security needs, I go one step further and use a wiping program like DBAN
or Secure Erase to sanitize the drive. I strongly suggest that you do
the same. Why trip over other people's clutter and deal with problems
created by their unknown actions? Not to mention that there could be
virus or kiddie pron hiding on the machine, the best course of action is
to flatten and rebuild the machine.

Is there any way of finding it in the registry and deleting it from there?

What happens when you try to remove it with Add/Remove Programs?

Is you login account of the Administrator variety or the children
variety?

The normal way of removing programs is to use the Add or Remove Programs
function of the Control Panel. Since you did not have success with that
method, it implies there is something wrong with your system, and in all
probability, mucking around in the registry won't wind up helping you
that much.

You really should follow John's advice and perform a Clean Install.
Hopefully the person who sold you this used PC also provided the means
for you to do just this. If there is no CD, perhaps your PC has a hidden
recovery partition. If you tell us the make and model, we might be able
to provide further guidance.

Until you perform this Clean Install, it's possible you can temporarily
deal with this issue. (But you are nonetheless *strongly* encouraged to
flatten and rebuild ASAP!) When you log in to Windows, what kind of
account do you use? Are you a regular User or do you have administrative
rights?

What happens when you try to remove it with Add/Remove Programs?

Is you login account of the Administrator variety or the children

Does the program show in the Start/Programs menu? If so, can you start it
from there to get a GUI that allows you to configure it?

In the program's directory, is there an uninstall.exe?

Does it show in the start up tab of msconfig?...if so you can disable it
there.

Have you asked the vendor?

you might need to boot into
safe mode and try to either
uninstall it from there or

execute a system restore
point and restore the pc back
to a functional point before
installing that program.

You got used hardware which means you got a polluted hard disk. Flatten and
rebuild. Insert the install CD for the OS, boot using it, have it format
the old OS partition, and install a *fresh* instance of the OS. Afterward
install the drivers for the hardware. Or follow the instructions for that
computer to restore the factory-time image into the OS partition. Then
update the OS.

Besides this censorware, you don't know what other malicious content exists
on that polluted hard disk (kiddie porn, malware, OS tweaks that you don't
want, superfluous applications, software conflicts, and so on).
