If you mean to temporarily disable it so as to allow a pop-up to appear for
a one-shot deal, you can *usually* enable the pop-up by pressing the Ctrl
key whilst clicking the link. Otherwise, access the GUI of your pop-up
blocker and see if there is a disable or defeat control within it.
