disable or remove the "safely remove hardware" icon

I am using a usb wireless LAN Adapter and want to disable other user from
removing the usb device.
How could I disable or remove the "safely remove hardware" icon for the
other users. Of course, I am the administrator.

I am not able to lock the notification area you said.
By right click th icon, only the option "safely remove hardware" is shown.
Also, I can find the item [new / remove hardware] in the control panel.
Only [new hardware] was found which don't have the show icon option.

I am using window xp professional SP2.

What about the Taskbar "Hide Inactive Icons"? Other than that I'm not
sure how it can be hidden.

Right click the icon and configure it to not show in the notification
area. If you can't do that then use the Add/Remove applet in the
Control Panel and "uncheck" the Show Icon option. See Method 2: here

Yes, there is "Hide active Icons", but I would disable the user from using
"safely remove hardware".
