You may want to play around these registry keys:
[HKLM\SYSTEM\CurrentControlSet\Services\W32Time\TimeProviders] ("Enabled")
[HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\DateTime\Servers]
Or You can just disable/stop W32Time service. If this service is stopped, date and time synchronization will be unavailable.
Open "Time Service Core" component registry resources and change "HKLM\SYSTEM\CurrentControlSet\Services\W32Time","Start" value.
Or add any of the values from above through your component (for the last value use late FBA phase).
