Disable F8 and "safe mode"

Hello Somebody knows the method to deactivate (or disable) "safe mode" (F8)
to the starting of Windows?

Not sure that you can disable the Safe mode F8 on startup. You can boot in
safe mode and then give the administrator account a password and then if a
user was to boot into safe mode they could not get in. This would only
apply to 2000 and Xp not 9X
