Disable Double Click from Start and open Explorer

If you use Winodws 2000 by click on Start -- Program
files, you can get in Winodws Explorer. I want to disable
this ability in our computer computers. Anyone knows how?

Do you want the Link for Windows Explorer not to appear for users or do you
want to restrict its use?
IF you want the link not to appear..just remove the link for Windows
explorer from the path:
C:\Documents and Settings\All Users\Start Menu\Programs\Accessories

If you want to restrict use of the Windows explorer shell, use Access
control lists on the explorer executable which usually is in
%systemroot%\Windows

I work for Fort Collins Public Library. I posted question
of "How to Disable double click from Start -- Program
Files to Windows Explorer" and received your reply. Thank
you very much!

Since I have already configured many restrictions on the
public computers, such as no show C drive, hide and
disabled many from the registry. I also put the timer
when use the computer. However, someone find that when
double click on "Start -- Program File" (or another one)
can get into Windows Explorer and user can get to any
program without using timer and bypass things I have
restricted. So my question is how to disable double click
from Start -- Program File. I know Windows Explorer 4
does not have this feature, only Explorer 5 added this
feature, which makes Windows 2000 very difficult to lock.
I think you have some idea, but I don't understand -- What
means "use Access control lists", is it under %systemroot%
\winnt?
