disable "click on the start button" ?

Hi,

When I log on my Windows XP I get a small pop-up message in the corner,
"Click on the start button". Is it possible to disable this message for all
users? If yes, how? (registry hack?)
 
I have tried:

Registry Key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced
Modify/Create the Value Data Type(s) and Value Name(s) as detailed below.
Data Type: REG_DWORD [Dword Value] // Value Name: EnableBalloonTips
Setting for Value Data: [0 = Balloon Tips Disabled / 1 = Balloon Tips
Enabled]
Exit Registry and Reboot

But it doesn't help me at all :-(
