dirty disk

When I use Disk Cleanup, it doesn't remove any old restore
point files. Everything else seems to work fine.

Does anyone know what is causing this problem?

You have to set it to remove old restore points. Investigate the options for
disk clean.

You can also go to help and support. Enter the phrase System Restore. It
will let you go to that function and you can delete all your restore points
then turn it back on and setup a new restore point.
