DirectX 9.0c install problems

I am trying to install the new Sims2 game. I have been
having problems installing DirectX 9. I get the
message "cabinet file necessary for installation cannot
be trusted". There is only an X to close out, it gives
me no other options. I do not have Service Pack 2
installed on the computer yet...I have tried installing
from the CD as well as the MSFT website with the same
results as above. I turned off my virus scanner and
closed all programs down except for explorer and taskmgr
and was still unable to install.
Any help would be great...
