Difference between ExcelXP and Excel 2003

In Excel XP, when entering a number on a worksheet, I was able to enter the
decimal at the end of a number and excel would fill in the required number of
spaces after the decimal with zeros. I can not get Excel 2003 to do that and
to also place the decimal properly as formatted. "ie", enter 50. to get 50.00
and 555 to get 5.55 with out entering the decimal.

In Excel, click on Tools | Options | Edit | check the "Fixed decimal
places" box and set the number of decimal places to 2 | OK.

This appears to be an inadvertent change to the "fixed decimals" in XL2003.
