I have heard that, also white spirits, alcohol etc, something that will
evaporate completely.

Use a bit of methalated spirit on it (but dont soak it in the stuff) a
little residue on the actual chip probably wont hurt, however there is a
possibility that due to the conductive properties of the artic silver paste
that something may short out on the chip, but ive never had or seen it
happen, all the same id still wipe it off to be on the safe side :D

use lighter fluid to clean the chip

a well known web sites own people use it - it evaporates
and leaves no residue which is the key element of it

and use hardly any artic at all

Yep that would probably work, but can you imagine the effect that could
happen if you used too much, lighter fuel+heat from CPU=Melted PC, however
if you leave it a while and make sure its all evaporated it should be fine
:D
and you are definetly right about the artic paste, less is certainly more on
this occasion so to speak :D

jesus, reminds me of that simpson episode where every1 in springfield has
advice on getting gum outa lisa hair!

yea, on seemingly every1s advice, i bought some arctic silver 3. does this
still mean i need to clean off the top of the chip???

You want the bottom of the heat sink and CPU looking like brand new,
nice and clean. I use whatever is on hand, WD-40, paint/varnish remover,
then clean that up with rubbing alcohol. I've even used Windex and paper
towels/ Q-tips instead of alcohol.

Some has some tips here you may want to have a look at.

Rite-aid, Longs Drugs, Walgreens etc. have isopropyl alcohol. Usually you
can get it in concentrations of 70-90%. Don't use rubbing alcohol which has
mineral spirits. First use q-tips and then coffee filters and then let it
dry half an hour or so. Nail polish removers, etc. leave residues; this
works fine for me!
