Did I create a new partition?

I caused an error (se original post, below), and to fix(?) it, I wound up
RE-installing XP. Now, I have issues getting things set up to work
properly.
My newly installed XP seems to be on a different partition (?), and none of
my programs or files are accessible as normal. If I go through explorer
to the "C"
drive, everything is still there, and I can access it. However, none of the
programs are available through "start/ all programs/..."
My question becomes, how should I handle all of the programs? When I go
thru Control Panel /add remove progs, only the items added with the new XP
are listed. I suspect that by not using the "add/remove programs" to try to
remove the corrupted programs, I will just create additional problems. How
should I remove them so that I can install new copies?
Should I just delete them from the explorer File Manager listings? Can I
move them so that my new "system user" can see them? I have discs for
Office/Norton/Corel/autoCad etc that I have ownership of, but all of the
stuff that was pre-loaded I guess I will lose.

Suggestions????
thanks -

Do you still have the information in your My Documents folder you had before
reloading XP? If so, try this.

HOW TO: Take Ownership of a File or Folder in Windows XP

http://support.microsoft.com/default.aspx?scid=kb;en-us;308421

If not, then you did a reinstall and will need to reinstall your
applications. No need to uninstall as the files will be overwritten and
registered.
You should have done a Repair install.
