Please continue your post where-ever it originally started.
As it is - I have no idea what you are talking about.

No. Got it fixed one time by unsetting all blocks in anti-spyware programs
and putting IE back to all default settings. It worked for about 2 days and
went dead again. Now I just ignore it.

If you open IE and click on Online Support you should end up at Microsoft's
Support pages. If your OEM altered the link for Online Support, type in
http://support.microsoft.com

If you select the Windows XP "solution center" the first section of the
main page is "Latest News." If those are not the exact topics that What's
New was showing, they're similar.

The home page for each version of Windows has some nice articles and links
too: http://www.microsoft.com/windows/default.mspx

PS: My theory is that something in the security updates relating to IE (or
possibly one of the updates that patched vulnerabilities in help files that
use IE technology) broke what's new.

I have read in many places that I trust that SP 2 'broke' the updates for H & S for certain configs.

My guess is that Microsoft had to decide between the security strenghts of SP 2 and the possibility that it might interfere with H&S. If so, I'm satisfied that MS chose to err on the side of security.

Yea I tried both still no joy :)I decided to disable that feature in
gpedit.msc. Thanks for you time though.

No definative cure is known (he said knowingly).

The "problem" comes and goes so much that it's very difficult to state
"doing so and so fixed it"; it may have just worked ok that particular
time, without anything actually fixing anything.

It appears to be something we used to call "POM Dependent" back in the
Shire: it acts differently depending on the Phase of the Moon! Don't we
all?

FWIW, mine updated yesterday - I didn't change anything, it just worked
yesterday. Go figure...

I haven't seen anything conclusive about how or why it has broken either.
Since it's not harming productivity and it doesn't fall into the "life
threatening" category, I move on and concentrate on other things.

I agree and would rather have the security in place as well, Ted.

Got it working by doing the following:

Open Control Panel - > Internet Options - > Advanced TAB - > HTTP 1.1
settings. Unselect Use HTTP 1.1 and Use HTTP 1.1 through proxy
connections. Select OK. Open Help and Support and Did You Know? will now
update.

Simon

Wooohoo! you da man! :)

I confirmed the following procedure
suggested by "Simon" does indeed work
for the "Help and Support Center" issue
updating "Did You Know".

Open Control Panel - > Internet Options - > Advanced TAB - > HTTP 1.1
settings. Unselect Use HTTP 1.1 and Use HTTP 1.1 through proxy
connections. Select OK. Open Help and Support and Did You Know? will
now update.

If headlines under "Did You Know?" still won't update, with previous
suggestion also the following:
-Delete the following files C:\WINDOWS\PCHEALTH\HELPCTR\Config\NewsSet.xml,
C:\WINDOWS\PCHEALTH\HELPCTR\Config\News\NewsHeadlines_1033_Professional.xml
and C:\WINDOWS\PCHEALTH\HELPCTR\Config\News\newsver.xml. Now open the
"Help and Support Center".

Thanks for the solution. It works! Not even Microsoft who got involved
with me on this issue thought of that solution. Will that effect any other
applications though?

Sorry folks, but by my testing, changing to http 1.0 doen't "fix" it.
Just a coincidence that it worked for you after doing that, as have been
all the other posted solutions. It's just plain flakey, that's all.

For a fix to be real it has to solve the problem every time, and the
problem needs to come back if you undo the fix. Not the case here...

there's nothing in http 1.1 that would explain why the IE Cache manager
filters out those newsset files. It gotta be something else...

Sorry Ramesh...
