Dialup option in Windows XP is grayed out

When I attempt to set up a dialup connection using either
Network Connections or the Connections tab in IE, the
option to setup a dialup connection is grayed out. How
can I correct this?

Please make sure that the "Remote Access Connection Manager" service is
running. Go to start ->Run ->Services.msc and start this service if it is
not already running. If you face problems starting this service, refer to KB
article 329441.
