DialUp Networking fails to connect to the I S P after installing SP2 for XP

Dial Up was working fine prior to installing SP2 for XP. Now I am unable to
connect except by opening Outlook Express and clicking on Send and Receive.
As soon as I click that tab, the DialUp connection dialog comes up and goes
ahead with the connection successfully.
Was it wrong to select the option to hide hide My Network Places during
installation? Could that have caused the disabling of DUN connection
functionality?

What happens when you try to create a new dial-up connection?

There is at least one known problem, described in the following
article:

You cannot create a network connection after you restore Windows
XP
