Thanks for your post.
According to my experience, the Send/Receive dialog box will be hidden if
you check the checkbox before "Don't show this dialog box during
Send/Receive".
To make the dialog box re-appear, you may uncheck the option. To do so:
1. Start Outlook.
2. Press F9.
3. Click the status on the right-bottom corner, and choose Details.
4. Clear the option "Don't show this dialog box during Send/Receive" in the
Outlook Send/Receiver Progress window.
Also, you can modify the registry to reach your aim:
1. Click Start-->Run, type "regedit" (without quotations) in the Open box
and click OK.
2. Browse to the following registry key:
HKEY_CURRENT_USER\Software\Microsoft\Office\10.0\Outlook\Preferences
3. Click Registry menu->Export Registry File to back up this registry key.
4. In the right pane, find this value SyncDlgSupppress.
5. If there is no such value, add it from Edit menu->New->DWORD Value. Set
its name to SyncDlgSupppress and value to 1.
6. If there is such a value, ensure its value data is 1.
7. Exist Registry Editor and restart Outlook.

|I disconnected the cable connection, did a send and receive, and the
dialog
|box appeared. As I suspected, I had marked the 'do not display'
check box.
|I still think that there has to be a better way to reset it.
