dialing rules ignored

When faxing with the built-in fax utility in XP (yes,I've
installed the component) my calling card dialing rules
are ignored and only the fax number (including the "1")
is dialed. I've already read article 318575 concerning
formating numbers in canonical form. However the article
shows the format "+1 (xxx) nnn-xxxx". In the dialing
rules box the program rejects anything except numbers and
spaces - so no "+" or "( )" or hyphens. When the "+" is
left out and spaces are substituted for it and the parens
and hyphen the result is a pretty ordinary looking phone
number "1 xxx xxx xxxx." However it doesn't work. Trying
to connect only yields dialing the fax number -- and yes,
the box to "use dialing rules" is checked. Am I missing
something? Thanx.

In the Dialing Rules dialog select your country name and enter your area
code. In the dialing rules box you can also add any number which you may
need to add before you dial an external number or code you may need to make
long distance calls.
Now while sending faxes in the Send Fax Wizard do the following:-
1) Check the check box "Use dialing rules"
2) Select the appropriate dialing rule you want to use
3) Enter the Recipient's area code in the text box next to "Fax Number"
followed by the number you want to send fax to in the adjacent text box.

I've got the exact same problem. Unfortunately this
reply was of no help to me. I've tried every possible
variation on all of the steps mentioned, did the
canonical number thing as Dave said. Send Fax Wizard
just keeps ignoring the dialing rules without any
explanation. I'd be grateful for any advice, trying to
send a fax from XP has been an uphill climb.
