dialing in problems

I have a colleague who is in the states and trying to dial
into our offices in the uk. Each time he trys to connect
he gets the message "737 loopback was detected". When he
requestes extra information he is told that there is a
problem and that the modem should be reset. He has done
this but is still unable dial in. Has anybody any ideas as
to what the problem is?
