Can you still use TSWEB if you have dial up and if so how do you configure
it (ex. foreword ports)????

Yes Remote Desktop and the web client will work server-wise through a
dialup connection. The experience won't be ideal due to the slowness,
though..

On dialup, you don't need to forward ports - you just need to open
them in whatever firewall you may be using (possibly even none). Then
you connect using the ISP provided IP address for your connection.

USE THE FIREWALL.

I've been infected on a dialup, and so have many others. Some viruses are
exteremely efficient at spotting vulnerable users, and even a slow, short,
connection can get you unwanted bugs.
