Dial-up connection running at half speed

My dial-up connection runs at 14.4 kbps lately. It used to be fine at 26+. I know it's not the ISP because my other Win XP machine connects just fine. The problem machine is a Toshiba laptop with 512 megs of RAM. I've tried the troubleshooter and defragged. Could it be the modem? The dialog box says the modem is working fine. Any suggestions on troubleshooting/curing this problem?

The connection speed is strictly a hardware thing with your modem, phone
line, and ISP's modem. Nothing else matters. Phone line is likely problem
but interference to modem from external RFI noise source is possible.
