Dial Up box will not pop up

When I double click on the Internet connection the dial
up box will not pop up or try to connect.

Open Internet Explorer > Tools > Internet Options > Connections
Select a connections and set it to default
Choose "Always dial my default connection"

I have worked with my ISP. We have already done that and
it did not work. I can get connected if I go through
Outlook Express then double click on IE but if I just
click on IE it will not connect and the pop up box will
not pop up.

Have you tried the modem troubleshooter?

It occurs to me that you didn't mention your OS (XP, win98, etc.) You
can access troubleshooters through the Help area.
