Diagnosing no power issues

Hello,

I had a recent issue with a friend'd pc in that it would not power up at
all. There were no indications that power was getting to the motherboard
at all (no fans spining, no lights on front panel or rear of motherboard).
It was a machine that he had put together with parts that were working in
other machines. My first thought was that it was a PSU problem or a dead
motherboard. Could someone please clarify for me, that if it were a CPU
issue, there would be at least some indication that power was getting to the
motherboard such as fans powering up?

Yep, you'd get at least something most of the time.
