dhcprelay in virtual pc

Hi,
I'm trying to configure a network in virtual pc with a Windows server
2003 Dhcp server, a windows server 2003 dhcp relay agent and a
windows xp dhcpclient. This won't work as it does in a real(fysical)
network, with several subnets. I can't get the dhcp server to provide
the client its ipconfiguration through the relay agent. The server
always replies to the client directly. (I built exact the same
situation in a real network with fysically separated subnets. It
works fine there).
Even disabeling the Rrasfunction in the relay agent does not affect
the possibilty for the xpclient to obtain its configuration directy
from the dhcp server.
I think the problem is the fact that networks in virtual pc are always
virtual ( not FYSICALLY separated) So the DHCP broadcast initiated by
the client is always picked up bij the dhcpserver, because the server is
located on the same ( though logical,but not fysically, separated)
network.
Can anyone help me out with this problem? Im a right, or just doing
something wrong? Is there perhaps a workaround for this problem?

I have been thinking about using Ipsec to prohibit the server to
respond on the dhcp-broadcast initiated by the client, thus enforcing
communication through the relay agent, but that also could not stop
the dhcp server from providing the client its ipconfiguration
directly, without use of the realy agent.

As a teacher I want to provide my students with a possiility to train
themselves in various networking problems without disturbing the
networkconfiguration they already built during their study, so that's
where virtual pc comes in very handy.

I think you are correct in your premise why it is not functioning. As you
know tradional routers do not pass broadcast traffic - one (and as far as I
know the only one) reason for using a relay. - so most likely the virtual
setup acts as one network allowing broadcast traffic. But then maybe not -
may be other responses.

Do you have a suggestion for a workaround ?
As you could see in my first post, I tried using Ipsec to block
communication between Dhcp server and xp-client but that did not work. There
must be something that does the tric.
