DHCP Server Service not stopping

Recently our DHCP Server service hangs when trying to stop it. This happens
on both of our servers (both Win2k Server, sp 4, fully updated). The only
thing to get it to start back again is to reboot.

Both servers are running Exchange 2000, and we have Symantec Corp Ed 9
running on both (one is the primary AV server)

DHCP is configured so that each server offers up only part of our network
addresses.

This is on a small domain, with about 25 computers.

I did get an error after rebooting with the following:
Source: DHCPServer Event ID: 1017

The DHCP service encountered the following error when backing up the
registry configuration:
The handle is invalid.

I only got this message one time after rebooting one server - no similar
error message on the other server that had DHCP Server hang when trying to
stop.
